Proficient developers who know several languages choose the one that will ge the job fastest. The main catch is, don't forget part of the job: if the program really is write-only, then Perl's fine; but often, "the job" comprises 5 years of maintenance by junior devs or interns, so Java might be what gets the whole job done fastest.

==> The answer to the lib/syntax/implementation really depends on your issue. If your problem is pretty common (web development), pick the best lib (Django, RoR, or Java depending on your task). If you're exploring new territories, you get something with very flexible semantics (Lua, Python, Lisp). If you're basically going to sell a number of rendered polygons per seconds, lower the cost of optimizations by going C++; etc.

Notice that syntax bitching is almost exclusively done, whatever the language, by clueless people. Sometimes they think the problem is about syntax when it really is about semantics, sometimes they're just unable to write anything remotely interesting, and try to blame it on languages (bad craftsmen always blame bad tools).

As for Kahlua's ability to let you use Java libs effectively from Lua, I'd love to be proved wrong but I'm pessimistic: Lua has a pretty special "everything-as-a-table" semantics, and one routinely relies on the extreme flexibility it provides. I'm afraid Java's bondage and discipline style of API will feel awfully cumbersome/bureaucratic in this context.
